According to a government resolution, the plan aims to modernise and strengthen Mumbai’s power distribution network, enhance capacity, and ensure reliable, uninterrupted, and affordable electricity supply.

The revised project aligns with the Resource Adequacy Plan up to 2030, focusing on new substations, advanced distribution management systems, and auxiliary equipment. Earlier, ₹1,649.12 crore had already been sanctioned for prepaid smart meters and loss-reduction works.

The action plan also outlines yearly targets to reduce technical and commercial losses and bridge the revenue gap, boosting the financial sustainability of BEST. The approved plan will now be submitted to the Power Finance Corporation for final clearance.
