EC Issues Strict Guidelines on Use of AI-Generated Videos in Bihar Elections, Warns Against Deepfake Abuse

New Delhi : Ahead of the 2025 Bihar Assembly elections, the Election Commission of India (ECI) has issued fresh guidelines to curb misuse of artificial intelligence in political campaigning. The directive specifically targets the use of AI-generated or synthetic videos intended to malign rival parties, candidates or distort facts.

Under the new rules, any campaign video or advertisement created, partly or wholly, with AI or digital enhancement must be clearly labelled as “AI-Generated,” “Digitally Enhanced,” or “Synthetic Content.” The ECI has warned that failure to do so could invite strict action.

The commission also reiterated that criticisms in campaign material must remain confined to the policies, performance and public record of political actors, and must not trespass into their private lives. Personal attacks or unverified allegations, especially via manipulated media, are explicitly prohibited.

To ensure compliance, the ECI said it would closely monitor social media platforms and campaign material. It cautioned that election campaigning by parties, candidates or their agents using misleading AI content would not be tolerated.

Bihar is scheduled to vote in two phases on November 6 and 11, 2025, with counting set for November 14.
