Mumbai, June 15, 2025 – In a decisive blow to repeat criminal activity in the Mumbai Metropolitan Region, Vasai Crime Branch Unit 2 has apprehended 24-year-old Kalpesh alias Kalpaya Kishan Shinde, a known habitual offender, for committing armed robbery while under an active externment order. The arrest was made during a routine crime prevention patrol near Bhagat School in Vasai East, where officers intercepted Shinde and took him into custody after confirming his identity and record.
Shinde, a resident of Shiv Bhim Nagar in Waliv, Vasai East, had been officially externed from the districts of Palghar, Thane, and Mumbai Suburban for a two-year period under an order issued on March 26, 2024. Despite this legal restriction, he brazenly returned to Vasai and carried out a robbery on November 30, 2024, near Polaso Industries in the Sativali area. Armed with a knife, Shinde and his accomplices allegedly threatened a victim and made off with his mobile phone before fleeing the scene.
The robbery had been registered at Waliv Police Station, where Shinde was already listed as a wanted accused under IPC Sections 309(6) and 3(5). Following his arrest, he was further charged under Section 142 of the Maharashtra Police Act, 1951, for violating the externment order by unlawfully re-entering restricted areas.
Shinde’s criminal background reveals a disturbing pattern of violent and property-related offenses. He has been previously booked in at least 12 cases at the same police station, including for assault, housebreaking, theft, and robbery. Police officials have confirmed that he remains under investigation for additional offenses possibly committed during his externment period.
Authorities are also actively pursuing leads to identify and apprehend Shinde’s accomplices, raising concerns about the effectiveness of existing externment enforcement mechanisms. The case has intensified demands for stronger surveillance of repeat offenders and stricter consequences for violating exclusion orders.
The arrest of a known criminal in clear defiance of legal restrictions has sparked renewed calls for systemic reforms in handling habitual offenders across Maharashtra. As investigations continue, Vasai police have vowed to maintain heightened vigilance and intensify crackdowns on reoffending criminals who challenge the law with impunity.
