MMRDA’s Double-Decker Flyover Nears Completion to Ease Andheri–Powai Commute and JVLR Congestion

A major upgrade in Mumbai’s urban mobility network is fast approaching completion, as the Mumbai Metropolitan Region Development Authority (MMRDA) races ahead with its ambitious double-decker flyover along Metro Line 6. Designed to streamline east-west connectivity between Andheri and Powai, the flyover promises to significantly ease traffic congestion on the frequently jammed Jogeshwari–Vikhroli Link Road (JVLR).

Part of the MMRDA’s broader “Mumbai in Minutes” initiative, the project spans 5.08 kilometers from New Link Road near Infinity Mall in Andheri West to Poonam Nagar at JVLR. Initially conceptualized by the BMC, the responsibility was later transferred to MMRDA due to its integration with Metro Line 6, ensuring better synergy between metro infrastructure and road traffic flow.

The structure comprises two distinct segments. The primary section is a 2.58-kilometer double-decker flyover, featuring one level dedicated to road traffic and another to the upcoming Metro Line 6. This part is being executed by the Delhi Metro Rail Corporation (DMRC) and is nearly 80% complete. The estimated cost of this section stands at ₹304 crore.

The secondary component includes 1.55 kilometers of single-level ramps and connecting roads, along with a 120-meter cable-stayed bridge that spans both the Western Express Highway (WEH) and Metro Line 7. Currently, about 39% of this portion has been completed, with J Kumar Infraprojects handling the construction. This segment is expected to cost ₹378.70 crore, excluding GST.

Despite impressive progress, the project has not been without challenges. Tight working windows due to heavy JVLR traffic, complex coordination near operational metro lines, underground utility diversions, and encroachments have slowed certain phases. To minimize disruption to daily commuters, MMRDA is adopting a phased commissioning strategy.

Phase I, which extends up to the JVLR Junction, is expected to be completed by December 2025. Phase II, which includes the technically demanding cable-stayed bridge, is set for completion by June 2026, pending required power block permissions and constraints on night-time construction.

Once fully operational, the new flyover is projected to offer a signal-free corridor between Andheri and Powai, slashing travel time, alleviating pressure on JVLR and WEH, and contributing to lower fuel consumption and vehicular emissions.

This project marks a significant milestone in MMRDA’s ongoing efforts to deliver smart, integrated, and sustainable transportation solutions that can keep pace with the demands of a rapidly growing city.
